At a panel discussion organised by SMU, SMU Chairman and former DBS Chief Executive Officer Piyush Gupta noted that blended finance and carbon markets are the main mechanisms that could channel capital from developed countries towards lowering decarbonisation costs in emerging markets. However, his fellow panellists Damilola Ogunbiyi, special representative of the UN Secretary-General for Sustainable Energy for All, and SMU’s Singapore Green Finance Centre Professorial Research Fellow Rajiv Lall, observed that sound policy is the key to unlocking the power of those mechanisms
