Pensions will be removed and GDP Bonus replaced by a National Bonus, following a review of the salary framework by the Public Service Division (PSD) which looked into salaries of officers in the Administrative Service as well as those who hold judiciary and statutory appointments. SMU Assistant Professor of Law and NMP Eugene Tan was of the opinion that decoupling the senior civil servant salary framework from those holding political office is a significant development, as it means that some of these civil servants may receive higher salaries than Ministers. He pointed out that this salary review further defined senior civil servants as professionals. Assistant Prof Tan added that people’s expectations of civil servants may increase should the salaries of civil servants be maintained at a competitive market rate.
