Some must-haves for S'pore to woo and retain talent

Speaking at the second ministerial forum at SMU, Education Minister Dr Ng Eng Hen says the global financial crisis is a world-changing event, and Singapore has to adopt several strategies including developing new technologies, intellectual property to emerge at the head of the pack when the dust clears.
