In her commentary, Quek Lee Kiang commented that the problem raised by SMU Assistant Professor of Law Eugene Tan was not quite answered by Minister Lui Tuck Yew, who had chosen to approach the question at a macro level. Mr Lui reasoned that the responsibility of regulating LTA is by the Ministry of Transport and he is of the view that LTA can perform adequately the dual roles of a public transport system planner and regulator.
