Differing views are the contesting parties' attempts to set the agenda and characterize the by-election, said Assistant Professor of Law Eugene Tan, but ultimately it is the voters who will decide which are the issues that are important to them. He said: ?When campaigning begins, the characterisation will not be static? If the voters feel that the national interests are important, the PAP will have to respond to how voters are reacting? The way I look at it, Singapore is so small, it is difficult to say whether an issue is local or national.?
