Moving beyond the discourse framework of 'trade-offs' and 'pragmatism'

In a commentary, SMU Associate Professor of Law Eugene Tan argues that Singapore should move beyond viewing development and environmental protection as a zero-sum “trade-off”. Using the proposed developments at Gillman Barracks and Mount Pleasant, Assoc Prof Tan highlighted the importance of preserving biodiversity, natural habitats and heritage, including the Old Jurong Rail Line at Mount Pleasant. He called for more innovative planning, effective environmental mitigation and stakeholder engagement to achieve a “win-win” outcome that meets housing needs while protecting Singapore’s natural and built heritage.
