Assistant Professor of Strategic Management (Education) Terence Fan commented on the LTA’s two-year trial of the bus service reliability framework which will reward bus operators when buses arrive on schedule and penalise them when they do not. Assistant Prof Fan said that bus operators might simply state longer journey times on their schedules so that buses appear to run on time whilst travelling more slowly. However, he said the framework might work well in conjunction with a tender system, where bus companies bid to operate each route.
