The new jobs bank: will it work?

The Manpower Ministry (MOM) has unveiled the new Fair Consideration Framework (FCF) on Monday. The aim of the FCF was to ease concerns that firms may hire foreigners without giving Singaporeans a shot, and to tackle the practice of foreigners "hiring their own kind". "For an employer who wants to discriminate against Singaporeans, the framework will continue to allow him quite a bit of leeway," says SMU Associate Professor of Law and NMP Eugene Tan, noting that firms do not need to produce data such as interview records. However, he added that such toothlessness could be a deliberate caution, so as to preserve openness to foreigners and hence attractiveness to business.
