SMU Associate Professor of Law Eugene Tan believed that the promotion of Mr Chan Chun Sing to full minister was an indication of the Prime Minister's recognition of Mr Chan’s efforts and outstanding results achieved at the Ministry of Social and Family Development. Associate Prof Tan added that it is premature to interpret Mr Chan's promotion as an indication that Education Minister Heng Swee Keat and he were the mostly likely candidates to be the next Prime Minister.
