[SMU Assistant Professor of Law and] NMP Eugene Tan noted that there is a perceptible shift in language in this year’s Budget, especially in the Government’s bid to help less well-off Singaporeans. He cited the growing income gap, concerns about immigration and economic restructuring as reasons for this shift. Assistant Prof Tan said: “The message is that the weakest segment of society will not be left behind. But I am concerned about the signal that it is sending. It is important that people do not develop a crutch mentality. Instead, there should be a focus on providing holistic care to ensure that they are resilient and can get out of their situation.”
