Is there a need to regulate the Internet?

Commenting on the need to regulate the Internet, SMU Assistant Professor of Law and NMP Eugene Tan said, “it’s very hard to regulate insensitivity or bigotry. You can’t legislate for sensibility. You can’t legislate for people to make good choices”. Instead, he recommended using a set of social norms to help people decide what is appropriate and what is not. He added, “fear (from any form of enforcement) is a low level of moral understanding. Ultimately, we want people to internalise and know (that making insensitive remarks) is the wrong thing to do”. This was in light of the insensitive comments made by a 13-year-old boy about the deaths of the two brothers in the Tampines road accident on Monday, 28 January.
