SMU Assistant Professor of law Eugene Tan commented that the PAP has been practical in setting its agenda for this by-election by focusing on how to improve the lives of Hougang residents. Conversely, the Workers Party's call to defend the ethos of democracy and the Hougang spirit seems more abstract. He was also of the view that it is more meaningful to highlight political ideals and the issue of a First World Parliament during the General Elections. The impact of surfacing such issues during this by-election, with only one Parliamentary seat being contested, would be limited. Assistant Professor Tan also remarked that WP Secretary-General, Low Thia Khiang's tapping of his vast network and support in Hougang to convoy Png Eng Huat only gives the impression that the Party is not confident about its candidate. Low has been too prominent and it appears as if he, instead of Png, is the candidate contesting in the by-election. To the WP faithful, this doesn't make a difference. However, some neutral voters may perceive that WP is all about Low Thia Khiang and no one else. On the contrary, PAP has been cautious to portray Desmond Choo as the focal point throughout the campaign, even during the rally. Assistant Professor Tan further highlighted that unlike previous elections, the PAP has not imposed its views on the voters this time round.
