Asst Prof Eugene Tan said that based on customary practice, former Ministers who have quit the Cabinet are unlikely to remain in the Party's central executive committee. Tan said that such a move could be one of the last reform measures by the PAP, following the General Elections in May. It also conveys the Party's message that it is self-renewing to keep up with changes in the macro environment. He added that many voters, however, would only pass their judgment after the PAP outlines its policies for the future and this, in fact, would be the real test for the ruling party.
