Assistant Professor Eugene Tan said that figures from the 2010 Population Census revealed an increasingly complex Singapore society make-up where new immigrants have become a key segment of the country. In addition to making policies, the government need to play a mediation role to address the problems and challenges associated with the open immigration policy. ?Looking at it from this level, Prime Minister Lee was addressing a pressing need when he announced in his National Day Rally Speech the setting up of a new Population and Talent Division in the Prime Minister's Office to manage Singapore's immigration, talent and population policies. We need also to move beyond economic lenses in dealing with this issue because new immigrants pose political and social challenges as well.?
