A new Inter-governmental Commission on Human Rights was inaugurated at the recent Asean summit. Associate Professor of Political Science Bridget Welsh said, ?The idea of an economic community is an ideal, and, given the implementation of other mechanisms such as the human-rights community, a goal that will not be reached in any substantive form."
