Can Singapore’s arts community build a sense of place amid shifting cultural policies?

In a commentary, SMU Assistant Professor of Arts and Culture Management Hoe Su Fern discussed the history of cultural policy in Singapore and the challenges arts groups face in Singapore due to changing government policies. She opined that community and sense of place cannot be simply and solely created through top-down policy, and people-initiated places are instead necessary as the anchors energising the city as a generative and inclusive ecosystem of vibrant creativity, and more importantly a lovable and caring home.
