Commenting on the new wage system that will govern cleaners' salaries from September, SMU Professor of Economics Hoon Hian Teck said that the best way to boost workers' welfare is still through creating jobs and generating growth. He hopes that the mandatory wage ladder model will not be extended beyond the cleaning and security industries.  On whether the progressive tiered-wage model is a form of ‘minimum wage’, SMU Professor of Economics Hoon Hian Teck points out: "We are trying to take advantage of the record of negotiation in some sense to carry through (the progressive wage model)." SMU Associate Professor of Law Eugene Tan commented that the move shows "the Government's resolve to do something for the sectors that have stagnant wages, high staff turnover and low productivity".
