Recommendation to establish a framework and a professional code of conduct

SMU Assistant Professor of Law and NMP Eugene Tan voiced his opposition towards the proposal that estate management be left to a centralised group like HDB, saying that if it happens, HDB will use a similar system in all towns and this could result in the unique and special needs of each estate being ignored. He added that the selected MP would no longer be given the opportunity to administer and manage the estate for the benefit of the residents. He was also concerned about the rules that allow town councils to work with firms which have connections with political parties. He said that MND needs to introduce steps to ensure sincerity and accountability and suggested a process for announcements of such transactions, as well as publicly-accessed information on transactions involving agencies with links to town councils.
