On the new Marriage and Parenthood package, SMU Assistant Professor of Law Eugene Tan said that the package was presented as a whole because it has additional measures such as priority housing and paternity leave. “Among other things, the package is trying to tackle the concerns of young couples. The additional package reflects the Government’s commitment in addressing the declining birth rate,” he said. However, having children is a personal choice. “We certainly do not want the couple to get married just because of the incentives. However, the incentive signals that as a society, we value marriage and parenthood. The Government is trying to help parents and families, and efforts to improve the total fertility rate are important to ensure we have a Singaporean core in our society,” he added.
