SMU Assistant Law Professor Eugene Tan estimated that swing votes will rise from the 10% in last year's general election to about 15% in this year's by-election. He is of the opinion that Hougang's residents do not have the added burden of ensuring that there are opposing voices in Parliament, as this is not a GE. As to whether Yaw Shin Leong's case is going to affect the results, Prof Tan is of the view that residents might focus more on upgrading the facilities in their constituency.
