Two Ministers in Sembawang GRC

Assistant Professor Eugene Tan commented that Sembawang GRC need not require two heavyweight Ministers and one of them could be deployed to Hong Kah GRC where there is currently no Minister in it. ?Hong Kah GRC is the only one presently without a Minister helming it. The Minister need not of course come from Sembawang. For example, the Holland-Bukit Timah GRC has Mr Lim Swee Say and Dr Vivian Balakrishnan, both Ministers.?
