Budget 2010: Mulling over the issues - Singapore must remain an open society

[SMU chairman] Mr Ho Kwon Ping, executive chairman of Banyan Tree Holdings, writes that there are three kinds of budgets to him: the 'election budget', with lots of giveaways; the 'normal budget' where the Government takes with one hand and gives with the other, and finally, the 'transformational budget', a curtain raiser for a concerted effort to transform the economy.
